Select this auto shape. Set the foreground color to #F4D135 and draw the shape.
Add drop shadow as shown: -

Control+click on the base layer to select it. Go to Select>Modify>Contract and contract the selection to 2 pixels. Create a new layer and fill the selection with #9C7F2E.
Draw a circle with Ellipse tool. The color is not important because after using Gradient Overlay, it will be replaced.
Apply Gradient Overlay with #F4D135 (base layer's color) & #9C7F2E (second layer's color).
Add white color 1 pixel stroke as shown.

Press '-' (minus sign) from numeric key pad and draw a circle in the middle of the shape. It will substract the area cover by the circle.
Select the Substracted part of the layer with Elliptical Marquee tool and create another layer.
Create a new gradient as shown.

Select this shape from the list of auto shapes.
Draw this shape as shown. Again, the color I have choosen is temporary.
Add drop shadow as shown. Apply same gradient overlay and stroke as we applied for our third layer.

Control+click on its layer name to select it. Go to Select>Modify>Expand and expand the selection 4 pixel. Create another layer and fill the selection with #9C7F2E. Place the layer behind the top layer.
Keep the selection active. Again expend the selection to 4 pixel. Create a new layer and fill the selection with ##F4D135 . Place this layer behind all layers.
Type some text with any font of your choice. Make the text small so that it can fit to the box. Add 2 pixel wide white color stroke in it.
At last create a layer for shining. Use high feather brush to draw a white color line as shown. Our seal is ready to apply :)
