Select pen tool and draw this shape.

Click on conver to point tool. Adjust the nodes as shown in the following figures.

Now zoom out to around 200%. Set the brush size to 3 pixel. Create a new layer by pressing shift+control+n. Right click on path with pen tool. Select stroke path and after that, click on brush to stroke the path.

Zoom out to original size and press delete to delete the path. You will now have outline of the dog.

With the help of brush, draw some lines for the leg.

Now, we will draw tail of the dog. For that, select pen tool again and draw this shape.

Adjust the nodes as shown.

Create another layer and stroke the path.

Draw this shape with pen tool.

Adjust the nodes.

Create another layer. Fill the path with black color. You can also right click on the path and select make selection and fill the selection with black.

Draw this shape with pen tool.

Create another layer and draw this shape.

Adjust the nodes and fill the selection with #C9A375. Also add 2 pixel wide black color stroke in it.

Place it as shown :-

Create another shape with pen tool.

Fill the path with same color. Add 2 pixel wide black color stroke.

Draw lines for mouth and above the legs.

Draw this simple eye. For this, select Ellipse tool with white as foreground. Draw an ellipse. Add 2 pixel black stroke in it.

Draw another small black colored ellipse. Finally draw a white ellipse to finish drawing the eyes.

Group and merge all eye layers. Duplicate the eye as shown:-

Fill the mouth with #F9D8D7.

Also fill the part of left ear with black color.

Draw a nose with pen tool.

Draw another shape where tail is connected.

Add some black circles by drawing with ellipse tool. The cartoon dog is ready :)
