In this tutorial, we will learn to convert a normal image to a water colored image using only 3 filters. The method described below will work on almost any image. Change the filter intensity according to the size and resolution of the image.
Open your image. I have found this image while searching on Google by typing "steps" keyword.
Go to Filter>Blur>Smart Blur and apply these settings: -

Go to Filter>Stylize>Diffuse.. and click on Lighten Only :-

Finally go to filter>Pixelate>Facet.
